Why does my iPhone say my storage is full?

You very likely have some corrupt data in System as that's out of line, but not unusual. The best way to reduce your System Data is to restore your phone from Backup. Preferably using a computer as opposed to over the air.

Follow the directions in the link on the right about restoring from a backup on your computer.

Is it saying your iPhone storage is full or is it saying your iCloud storage is full? They are two separate things.
