iOS system using large amount of storage
I keep running out of storage and when I check it, the actual phone system is taking up the majority of my storage. How do I fix this, or will it go away?

Back up your phone, ideally on iCloud....and.....on a computer
Erase your phone
Set up the phone again using your back up to restore
If you are unsure about any of this, best to make an appointment at the Apple Store / Genius Bar
No guarantees, but this about all that you can do at this point.
I reduced System Data from about 40 GB to under 10 GB when I tried this, but your mileage will vary
