I want to pay for my Apple cell phone with a monthly payment, but a screen asking me to pay from Apple appears and then a screen for selecting my carrier appears. So, do I make the payment through my carrier, or do I register my card with Apple and make the payment using my card?

You either finance it with your cellular carrier or you use the Apple Card or loans available through Apple depending on your country.
You can not simply 'make payments' to Apple using a credit card (other than the Apple Card). You would use the card to buy it outright, then make payments to the bank that issued your card.
