how to put balance $0.00 to change country from US to Brazil?

I've had this account for a long time, ever since I spent time in the USA and when I'd created my 1sr apple ID account. But I've lived in Brazil for years and I've never been able to change the payment method because it doesn't give me the option to change the country on the credit card address.

And, to change it, Apple says I need to reset my account balance, which today is just $0.60.

How do I do?
