Since updating to Ventura, I can't grant full disk access to applications
I go to Privacy & Security: Full Disk Access: +
I choose the applications that I want to grant access to, click open but it doesn't get added.

Update. I reinstalled the applications in question and they are running perfectly now.
Sorry if this is too obvious, but sometimes the obvious things escape us...
Are you sure they are not added? The list may go on and you may need to scroll to see all the items.

Just to add.
When this Un-Named Application was First being Installed.
Did the Installer present a Pop Up Requesting Full Disk Access
If Yes, what did you choose >> Allow or >>Deny
If No, sometimes it will require removing the Application from the computer and then Installing it again to get this Request for Full Disk Access

Just to make sure: you are running from an admin account, right?
You are Welcome for the suggestion to reinstall the Offending Application
You can Add via the + sign ( Plus ) in lower left of screen shot in below image and Remove via the - ( Minus sign ) if the application is appearing
