I do not believe it is currently possible to disable Apple's data detectors in Preview: not with Preview settings, nor via any defaults Terminal command.
The current Adobe Acrobat Reader DC does not use Apple's data detectors so if the phone number has not been made a link item by the PDF creator, then there will be no phone number detection in Reader.
Tested: Ventura 13.5.2 and Adobe Acrobat Reader DC v23.3.20284.0
