Hey there vinhomme,
Thanks for reaching out to the Apple Support Communities.
In order to set up a FaceTime call with a non-Apple device, you would first need to create a link to the call with the steps shown below: Use FaceTime with your iPhone or iPad - Apple Support
Create a link to a FaceTime call
With iOS 15, iPadOS 15, and later, you can create a link to a FaceTime call and send the link to others using Messages or Mail. They can use the link to join or initiate a call.
1. Open the FaceTime app and tap Create Link.
2. Tap Add Name, type a name for the meeting, then tap OK. This lets others know which call they're joining.
3. Select the person you want to send the link to, or send the link from Messages, Mail, or any other supported apps in the Share menu.
You can invite anyone to join a FaceTime call, even people who don't have an Apple device. They can join you in one-on-one and Group FaceTime calls from their browser. You can't create a FaceTime link with Windows or a non-Apple device, but you can join a FaceTime call if someone shares a link with you.
After you create and send the link to the recipient, they can join the call with the steps in this next link here: Join a FaceTime call from an Android or Windows device - Apple Support
What you need
* An Android or Windows device
* A strong Wi-Fi or cellular internet connection
* The latest version of Google Chrome or Microsoft Edge
How to join a FaceTime call on the web
1. If you receive a link to a FaceTime call, open the link.
2. Enter your name, then select Continue. You might need to allow FaceTime to use your microphone and camera.
3. Select Join. Then wait for the call's host to let you in.
4. Select Leave to leave the call.
Let us know if that's able to help.
Take care!

Hi vinhomme,
We are committed to making sure that you get the most out of your Apple devices, allow us to clarify some details for you.
Creating a link to a FaceTime call is not a feature that is only for the iPhone 15. As we've mentioned in our previous response, that feature is available with iOS 15, iPadOS 15, and later.
Your iPhone 12 supports iOS 16. If you are unable to use this feature, please check for a software update and make sure that you are running the latest version of iOS.
Kindly secure a backup and update.
After these steps, please review the article we previously referenced, Join a FaceTime call from an Android or Windows device - Apple Support. This provides you how to reach out to a non-Apple device via FaceTime.
Take care!
Hi Chris, thanks for being responsive; however, you are giving instructions for dealing with iPhone 15.
As mentioned in my inquiry, I have iPhone 12.
Should I assume that with an iPhone 12 I cannot make an international audio Face Time to a non-Apple phone located in the U.S.?
Thanks.

Thanks again for the good responses. I think I need to be more specific.
When out of the country, I want to be able to do an audio Face Time call to my office phone and get my voice mail messages from that phone device. It needs to work automatically without a person present at my office phone.
Is this possible and, if so, how?
Hello vinhomme,
Contact your provider, see what options they have to help you get your voicemails when not at your phone.
Otherwise, let Apple know about the change you need here: Feedback - FaceTime - Apple
Cheers.
The voice mail I need to access is saved on my desk phone set. I need to be able to Face Time call from out of the U.S. and access my desk phone set to get the recorded message(s).
Thanks.
