Have a Computer Handy? If so, try using a computer to update. Go here: Update your iPhone Using a Computer - User Tip. If any updates are available, they will install, sure enough. If WiFi is not an option to you, then try using Ethernet, by connecting your computer directly to your router via an Ethernet cable. If no Ethernet port exists, then you'll need an adapter.
