It downloaded but now it’s telling me I can’t install it bc I have no internet but I clearly do……it also hasn’t let me have service for Over 2 weeks now bc I need to update it but it’s not letting me update it.

Can you post a screenshot of the whole screen, it could reveal why you aren't able to update.
Make sure you:
• Are using a WiFi connection (not a hotspot).
• You have an active cell signal (You need both WiFi and cellular service to perform the upgrade).
• Are not using a VPN connection.
• Have your battery charged at least 50%. Better yet, keep it plugged in during the update.
• Do not have power save mode turned on.
• Do not have a beta version installed.
• You have at least 10 gigs of storage available.

Troubleshooting iPhone Updates:
I. Troubleshooting "No Service":
Is "No Service" is shown on the top-left corner of your screen? If so, go here to fix that: If you See No Service or Searching on your iPhone or iPad - Apple Support
II. Being Connected to the Internet:
Just because you have a network connection, that does not mean that you are connected to the Internet. You may be using internal network services.
III. Updating an iPhone 7 Past iOS15:
A. You can't. The iPhone 7 will only install to iOS 15. See here: Update your iPhone or iPad Software if you're Experiencing Issues with Location, Date, and Time - Apple Support. And, for the note, even if you could update, only the latest compatible version will install.
So, what to Try:
B. Update Using a Computer:
Have a Computer Handy? If so, try using a computer to update. Use my User Tip Update your iPhone Using a Computer - User Tip. If any updates are availabe, they will install, sure enough
It shows you in your screenshot you have no cell service.
You need both a cell connection as well as WiFi to perform the update. If you can't get a cellular connection, you can update using a computer.
