I lost my iPhone XR with IP number216.8.133.198 and my icloud and messenger accounts are on that phone and lately friends of have been receiving encrtyed messages with my profile attached.I need to have this stopped please.

Contact your Carrier.
Ask yo carrier to cancel the services on it. In doing so, the iPhone will stop receiving Messages.
Erasing this iPhone with Find My:
