I have an iPhone 15 that was hacked. I deleted all the information and changed carriers. I saw today when I was asked if I want to sign in on a different account, the old information was still there.

No, the phone was not hacked. Your information on device will remain even if you use a different Apple Account (not recommended). You can sign out in settings > Apple account.
