theoretically. people having trouble resort to the documents provided and when they don't work and chat with support doesn't help they come here for help. when the diagnostic routine says "no usb controller found" you realize that a device is not shown in the device manager that is expected to be there. I have done this first thru windows store and then after bare metal rollback thru the windows .exe installer.

Since we are not psychic, we have no idea exactly what you’ve tried unless you tell us.
Since you say you have exhausted all the resources provided by Apple, the only logical conclusion we can draw is that your PC or Windows installation is defective or corrupted.

Are you talking about Windows OS pc?
You can't download drivers or software to an iPhone. So what exactly is it you're trying to do?
