Iphone 13 HELP (4013 Error)

My iphone 13 was in the middle of an update then started displaying the apple symbol on and off. I plugged it into itunes and it's saying error 4013. I tired the re-set and the restore/recovery multiple time to keep getting the 4013 code. When I brought the phone into the Apple Store the stated that that error 4013 is the kiss of death on an iPhone due to a fairly common hardware defect and would cost 500-700 CAD to fix as the whole phone would need to be replaced other then the display and shell of the phone. The local store did not even want to run the diagnostic or try a forced re set on their end as they stated they've seen this enough and was a waste of time (they did anyhow unsuccesfuly).

I tried talking to customer service multiple times and they stated that I did not receive accurate information and does not acknowledge any hardware issues but was quoted $490 and $689 by apple customer service on different calls to repair, so it seems be accurate.

With this being such a known common problem locally, I'm sure there are many others out there experiencing the same issue. I am really hoping someone has had luck with a workaround? If not has anyone had any luck getting Apple to stand by this hardware issue, or is it just luck of the draw on getting a malfunctioning device?
