I am attempting to create an additional email address for Apple ID verification code and keep entering it and a verification code is not sent. What am I doing wrong

I already have texts going to my Iphone for verification purposes, but if I lose my IPhone, I can't verify its mine and locate it. Thus, I need a second means of getting the code. But again, when I enter my land line and request that the code is called (not texted), nothing happens when Apple says that they are sending me a code
