Hi, can I update my Apple Watch to watchOS 10 even if I have an iPhone X (that cannot be updated to iOS 17)? Thanks.

do not believe so

Apple Watch Ultra 2, Apple Watch Series 9, and Apple Watch SE require iPhone Xs or later with iOS 17 or later.

it's always the watchOS version that set compatibility

No you must leave it on OS9 unless you have an iphone that can go to iOS17

You could use someone else's iphone to update the watch but the watch would then be useless to you.
