Guided access on the phone app, can't make phone calls

Hello,

So I want to use guided access for the phone app so I'll be able to lend my Iphone to friends and family to make phone calls and at the same time restrict them from accessing any other app.

When enabling guided access on the phone app yes you are locked from exiting but it doesn't let the person make phone calls. They can't browse contacts and compose phone numbers but calls won't initiate.

Any help is appreciated.
