To restore your phone is faster from the iCloud back up or from PC backup

The backups work differently. iCloud backs up iCloud info only. So Messages, Contacts, Calendar, etc. PC back ups will back up all info on device and if you encrypt the backup then it will also back up passwords stored on device.

So, an icloud restore will get you up and running with all Apple functions. But you will have to add back apps and reactivate them.

Restore from computer back up is just that, a restoration. Your screens will look the same and apps will be where you put them. It does take longer and you will have to sign in to the apps.

Both take the about the same time when you factor in the extra work entailed with icloud restore.

One more thing, computer restoration can only be done on the computer where the back up was done, where as the iCloud restore can be anywhere you have WiFi connection. A bit obvious but I thought it should be stated.
