On my iPhone 13 there is no option in Wallet to add my New York license; There is added access for the states of Arizona, Colorado, Georgia and Maryland. It does not give me the option to enter my New York state license

To be clear … the state ID issuing agency must “join” the Apple ecosystem.
There is nothing for “Apple” to do.
As it appears that NY has apparently outsourced to a 3rd party turn-key MobileID provider, the odds of integration into AppleWallet might have actually diminished.

Not yet supported in New York.
You might check here to see if NY has any info re: their own implementation of Mobile ID.
You can now use this app https://apps.apple.com/us/app/new-york-mobile-id/id1506757023 Hopefully Apple adds NY soon to apple wallet.
