imac 24 photos retouch not working. Computer is up to date, Ventura 13.5.2
Restarted Photos program, restarted computer. This has happened recently, sporadically. I cannot get Retouch to work.

To help isolate the behavior, test with a different photo library, and if the issue persists, test with a different macOS user account. Check out how to test a different photo library here: Create additional photo libraries in Photos on Mac - Apple Support
Create a new photo library
1. If the Photos appon your Mac is open, choose Photos > Quit Photos.
2. Hold down the Option key and double-click the Photos icon in the Applications folder (or click the Photos icon in the Dock) to open Photos.
3. In the Choose Library dialog, click Create New.
4. Type a library name and choose a location to store the library.
5. Click OK.
