iPhone 13 not compatible with Spectrum
Does anyone know why Spectrum is informing that an iPhone 13 is not compatible with them?
What iOS version do you have? Make sure you at least have 16.6.1 installed then test again.

Why don't you ask Spectrum?
That's a question Spectrum should be able to answer for you. If they can't, give serious thought to another carrier.
