If I have credit in my Apple account why Everytime I try to buy something it says payment method declined and tries to make me make a new account

I can’t add a new payment method, and I can’t add money to the gift card I already have, I’m not able to do anything Im trying to get iCloud + but it won’t accept any credit or debit card, its says “your payment method was declined”. I also tried adding money to a gift card I have but it won’t let me either, nor discard de gift card and add a new payment method. I don’t know what else to do.
