After I updated to iPadOS 17 my iPad 10th gen no longer has the fixed orientation volume.

Having myself updated several devices to iPadOS 17, I've not been able to replicate your issue.
If your iPad is not operating as expected after performing a system software update, try a forced-restart of your iPad - as this will often clear an isolated software issue:
Force restart iPad (models with Face ID or with Touch ID in the top button)
If your iPad doesn’t have the Home button, do the following:
Force restart iPad (models with the Home button)
Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.
For the benefit of other readers who may encounter your post while looking for information, Dynamic volume controls were introduced with release of iPadOS 15.4 onwards. The “logic” behind dynamic volume controls is such that regardless of the screen orientation, the relative function remains constant - as follows:
For reasons known only to Apple, the ability to disable this feature is not available for any new models of iPad and iPad Pro that have since been launched - these models being:
