Why won't the horizontal lock screen launch on my iPhone 13 with the ios17 operating system?

If you're referring to the new StandBy feature, you'll need to enable it following the steps in Use StandBy to view information at a distance while iPhone is charging - Apple Support

Specifically " Start StandBy

1. Connect iPhone to a charger and set it down on its side, keeping it stationary.
2. Press the side button.
3. You can swipe left or right to switch between widgets, photos, and clocks. Swipe up or down to scroll between options for each of these views.
4. When Night Mode is on for StandBy, the screen adapts to low ambient light at night and displays in a red tint so that it’s not intrusive while you’re sleeping."
