iOS 17 live wallpapers

I recently updated my phone (iPhone 12) to iOS 17 and I can't quite figure out what the guidelines are for which photos work for the live wallpapers. Some live photos work, but most of them come up with the error message "Motion Not Available." Any ideas as to what photos work for this and what doesn't?
