I have a 2019 MBP that I recently acquired and is running Ventura.
I just just discovered that some old software that I need to use will not install on Ventura (its been while since this software was updated so its not compatible with the 64bit architecture).
Is is possible to emulate an older version of MacOS to run 32bit applications on a 2019 intel MBP?

Only by running a Virtual Machine with a Mojave 10.14.6 or High Sierra 10.13.6 guest. You could do this for free with Oracle's VirtualBox, or for fee with Parallels Desktop or VMware. That 2019 MacBook Pro shipped with 16 GB RAM and I would consider that the minimum to assign 8GB to the VM guest operating system and keep 8GB for Ventura.
However, if this was a standard 2019 MacBook Pro and came with 256 GB storage, then you may not have enough for the operating system, normal growth, other apps, and that virtual machine guest storage requirement. If that is the case, you may need an external fast SSD (e.g. Crucial X8 - X10) to place the Virtual Machine guest on.
