Suddenly 3 different iPhones with 3 different numbers sharing the same Apple ID are now sharing the same voicemails across all devices. Call any phone and they all get the voicemail. Spoke with Apple they don’t know what it is. Spoke with VerizonWireless they have escalated to network engineers. Any help would be appreciated.

The resolution is to stop sharing an Apple ID.

Regardless of what you think is the solution, clearly Apple doesn't agree with you. Your choices are to either separate Apple IDs or accept shared call logs and voicemail. This is now up to you to solve. Telling only other users what you think is ridiculous, gets you absolutely nothing.

Many have tried this, and for a minute it may work, but ultimately it doesn't as the call logs continue to merge soon after.
This is how it is now under iOS 17. We are all users on this user to user only forum, like you and we can't change this, nor answer a why question.

Why. One is my personal phone. One is my house phone. And one is my businesses phone and they have always used the same I’d as all of my devices. iPads, MacBook, watch. Not until iOS 17 has this become a problem

You are certainly entitled to your opinion. However, it doesn't appear that Apple shares it. You can let them know your thoughts here:
There are ways to share "most things" without sharing an Apple ID.
