You are going to have to resolve your power issue which most likely will require a hardware repair of some sort. There is no way to abort the encrypting or decrypting process once it begins.
If you don't care about the data on this drive, then you can just perform a clean install of macOS by erasing the whole physical drive (Intel Macs only) followed by reinstalling macOS & restoring from a backup.
What is the exact model of this Mac and version of macOS? This is usually very important information to have when asking for assistance online. You can get this information by clicking the Apple menu and selecting "About This Mac".
For anyone else finding this thread....do not try to disable Filevault to troubleshoot any issues. It is very rare that Filevault is the reason for any issues. Most times whatever the real issue is, will cause Filevault not to finish decrypting. A drive in a partially encrypted or decrypted state means that Disk Utility First Aid is no available to repair the file system and data recovery apps are not able to work when the file system is in a mixed state (being half encrypted & half decrypted). If the drive has a hardware issue, then decrypting a failing hard drive will just make things even worse than they were previously.
