I set up my recovery key before and forgot the 28 digita and my phone is asking me to provide the key to proceed with some changes on my settings. How can I have a new one or recover those digits again?

The entire premise of creating a recovery key is that nobody else can access the data. If you've lost it and have forgotten it, it won't be possible to gain access to that account again. You'd have to create a new one. More information on this is outlined in Set up a recovery key for your Apple ID - Apple Support
