Safari Private window reopens closed tabs on Opening

Even after closing the tabs multiple times, everytime I open a private window, I see the SAME old closed tabs, keeps happening again and again, and couldn't manage to close the tabs in private window.

Figured, it is opening all favorites as tabs, a setting in General section fixed it.
