safari opening with black background

since update to Tahoe Safari opens new tabs in black background - I guess that's private mode. But I didn't choose private mode and I can't seem to get out of it

iMac 27″, macOS 26.0

Safari menu > Settings > General tab, make sure it's set to Safari opens with: A new window and not A new private window.
