To isolate the behavior, see if Location Services being restricted in Screen Time is preventing the People tab from appearing. To check, tap Settings > Screen Time > Content & Privacy Restrictions. Then, ensure Location Services is set to Allow. After, tap Settings > Privacy & Security and double-check that Location Services is turned on here, too.
