The issue is my storage keeps saying it’s full after I deleted half of everything and it keeps taking my money out of cash app for free when i’m trying to pay my storage, but it doesn’t go through and always gives me problems. It makes my phone slow.

Just to confirm, when you remove the apps, are you completely deleting them or are you removing them from the home screen? If you’re unsure, check out the information found here: Remove apps from iPhone - Apple Support
You will want to make sure you are deleting the app from your App Library to clear up the storage.
