iOS 17 message and text alerts not working when iPhone is locked

Since upgrading to iOS 17 (currently on 17.0.1) iMessage and text alerts don't work when the phone is locked. Phone calls come through, but no message alerts whether the ring silencer is on or off. This is true for all contacts, even those in Favorites and with Emergency Bypass on.

None of my settings were changed by me post-upgrade, it just stopped working. Is this a known bug?

I have confirmed:

-Focus Mode is off

-Notifications are on

-Notifications Scheduled Summary is off

-Messages notifications are on but lock screen, notification center, and banners are off (as they were in iOS 16)

I have confirmed that if you turn on Alerts for Lock Screen you do get a vibration/tone, but you also get the banner. If you turn this off you get no alerts of any kind (including vibration/tone). This wasn't true in previous version of iOS so I'm hoping it's a bug and not be design.
