Need help setting up new iphone thats logged into icloud but not restoring any apps or data from my old phone.

I just bought an iphone 11 refurbished, i had a refurbished xs before, backed it up this morning and the phone arrived today so ive spend the last few hours trying to set it up. i tried to restore my data automatically thru the bluetooth transfer and it was working until i had to software update to ios 17 and it took hours then paused and the wifi got disconnected and i had to start over. i thought i clicked the same setting as the last three times, but i managed to sign into my icloud and get into the phone, but the problem is none of my apps, backround, widgets, or anything have been restored. I went into the icloud setting and theres no option to backup from another device. so the phone is on and connected to my icloud but how can i getback my apps? do i have to restart again? I really need my tiktok drafts and pictures but no other restore option was working.
