The first time that you run an application using Rosetta, there will be a delay while Rosetta translates the code. (Once it translates the code, it saves a copy of the translation for future use.)
An application run in translation using Rosetta will generally run slower than one built for Apple Silicon. But the translator does a good job – and for many applications, the bottleneck is the reaction time of the person sitting behind the keyboard, rather than the speed at which the CPU can run the translated code.

Rosetta is a translation layer that will allow you to run intel based apps on an M series Mac.
It will not ‘slow down’ your Mac.
Rosetta allows Intel apps to run on an Apple silicone Mac.
What year Mac do you have? Apple Logo > About This Mac.
My experience with my son's Apple silicone MBA is it does not slow performance.

Rosetta 1 and Rosetta 2 are no doubt named after the Rosetta Stone.
