Sharing apple tag

Two iPhones one 14 plus and a 13 both running iso17. I am bit able to share a apple tag. I thought this was changed with iso17. Can someone help please

Air Tag not allowing to link to another Apple ID My Iphone 11 recently got its screen broken and I had an Air Tag connected to that Apple ID.
