Air Tag not allowing to link to another Apple ID

My Iphone 11 recently got its screen broken and I had an Air Tag connected to that Apple ID.

I want to connect the Air Tag to my dads Apple ID but it is keep on saying it is linked to another Apple ID even after taking out the battery 5 times to reset it.

So does that mean I have to spend quite a lot of money to fix the Iphone 11, then I can use my Air Tag agian?
