In the below screenshot as we can see i have set both background sound volume and media volume to high but when it speaks text, the volume gets reset to the volume that was before starting this automation.
Example: media volume was 10% then this automation starts volume set to 80% then sound is played at 80% volume then speak text played at 10% and at last device left with 50% volume.

the 'speak text' shortcut volume uses Siri's volume. It can't be manually controlled with shortcuts currently. But, the only workaround I found, is to ask Siri to reduce its volume to any specific percentage, and that should do the trick, until you want Siri to be louder or softer again.

Thanks for posting in Apple Support Communities. Since the volume is auto adjusting, this might be related to your 'Change with Buttons' setting. Check out the following from Adjust the volume on iPhone - Apple Support
