If I want to connect mac mini to a monitor and pair by universal control my macbook with mac mini and use trackpad and keyboard of my macbook to control both devices, what hardware will be used? For example, I open safari on macbook and drag it to mac mini, which computer hardware will work, macbook or macmini? How to choose this?

There are some programs that I want to start on macbook, some on mac mini. But use trackpad only on macbook. How to understand what hardware is used for each task? I guess if I start on macmini, it will be operated by Mac mini hardware ? And what if I’ll drag it to my macbook?
With Screen Sharing you can run the other Mac from another Mac, which one uses the KB & Mouse or Trackpad is dependent on which Desktop you have in the forefront... here I've reduced the size of the Remote Mac so you can see both at once...
Drag what? Files? then you'll use File Sharing also.:)
