icloud still showing full, Have deleted almost everything.

I have deleted all my photos in icloud (even recently deleted). Also deleted the photos on my phone as well (even recently deleted). Don't worry backed up the photos to a drive b4 deleting. Turned off syncing for certain apps on my phone that I don't really need synced. Deleted messages and media. Yet Nothing. icloud still says it is full and can not sync my phone to back it up.

What can I do to get icloud emptied so I can back up my phone.

Note: Have backed up my phone to my pc for now.
