Hiya and yes, I had 8000 photos and videos. My 200gb iCloud storage was full so I decided to move most of my photos and vids to an external hard drive. My iphone storage was ok. I have now 1300 photos and videos, there’s plenty of space on icloud but my phone is complaining that iPhone storage is full. Wth… what did I do and how do I fix it?

When you delete photos and videos, they don't immediately delete. They go to a folder called Recently Deleted, where they remain for up to 30 days or until you remove them there.
Check your recently deleted folder and if the photos are there, choose to remove them. Keep in mind, they will simultaneously delete from iCloud.
Permanently delete them, but beware:

"Permanently" means "permanently", with no chance of recovery.
yes, I did empty the recently deleted folder. The photos and vids are gone from icloud and from my other apple devices. Something, perhaps a glitch of some kind, is taking a lot of space on the phone. I also tried to force restart my phone and no changes
