If your Apple Watch isn't tracking your steps properly, try calibrating it as outlined here:
Additionally, if your Apple Watch has not been updated to watchOS 10 and your paired iPhone supports iOS 17, we'd advise updating your Apple Watch: Update your Apple Watch - Apple Support
