Apple music offline not working
I upgraded my phone to IOS 17 but unfortunately since then I can no longer play music I downloaded without internet.

If you haven't yet, restarting the device can help to resolve various types of issues if there isn't another underlying cause: Restart your iPhone - Apple Support
You may also wish to try deleting one of the affected songs, so that it's no longer downloaded. Then try downloading it once again for offline use to see if that song now plays as normal.
