Upgrade to a new iphone. iCloud back up are not compatible with the version of iOS (16.6) on this phone

I bought a iPhone 14. Updating from iPhone SE. Unable to migrate by direct phone connection. Software update locks. I tried to migrate via the iCloud. the SE backup is iOS 17. The new 14 is iOS 16.6. The restore will not happen. Not compatible. My computer doesn't have space to load iTunes. What next?

You cannot restore a backup that was made with a newer iOS version (e.g. iOS 17) to a phone that currently has an older iOS version (e.g., iOS 16.6). You will need to update the iPhone 14 before you can use that backup to setup the new phone. See instructions in Update iOS on iPhone - Apple Support
