Will a bill of sale work to unlock a iCloud locked iphone
I’m looking into buying an iPhone off of Facebook and it says that it is iCloud locked and I was wondering if a bill of sale would be proof enough for apple to unlock it for me.

No. Apple would only unlock it for the original owner, not for a resale bill of sale. You would need assistance from the previous owner to unlock it.
