I am currently trying to retrieve photos saved on my old iPhone 7 but when turning it on, it keeps just booting up and doesn't allow me to log in or even see the login option. i connected it to my computer and it says it has to be updated, when i tried updating it it gave me an error 75.

If you're certain the error code was 75, that does not appear in the list at iOS update and restore errors. However, the closest numerically reflect this:
"Check your hardware
If you see error 53, use these steps."
Note the section at the top of the page which outlines identified error numbers as well as error messages, and follow the directions for the most relevant choice.
