Why does Apple Pay decline cards when it doesn’t even fly authorize with the bank

It happens randomly at the worst times when I need a ride or I’m somewhere remote.

I’ll open the Lyft app I request a Lyft ride I select Apple Pay is my payment method, confirm and request ride, and it comes back and says declined Apple Pay it says declined I go to my bank my bank has no request authorization for any time and there is plenty of money.
