Unable to change location services as they are grayed out

I accidentally disabled world clock on my watch from using my location and now I am unable to turn it back on. In fact I’m unable to alter any of the location services as they are all grayed out. To be clear, many of my watches apps are still able to use my location, I simply can’t change if they can or can’t use it. Restarting the watch and turning location services off and on did not help.
