My iTunes and App Store license is blocked. Need help.

My licence on Apple ID, connected to my account, connected to Apple Store and ITunes is blocked. Now I can't download any applications. 20 days ago I purchased IDJAY app for mixing music. They took 49.99$ (equivalent to yearly subscription). After that transaction, I blocked my card because I thought it was some kind of scam. I told the story to bank operators and they got in touch with apple support. After that my card and apple license got blocked. Can I please get some kind of explanation and potentially get my license unblocked by Apple.
