Cannot reinstall macOS after erasing it

I want to sell my Mac mini m1 and I restore to default from the general menu but when it restart I cannot reinstall MacOS Monterrey from macOS Recovery. I updated to macOS Ventura but the original macOS was Monterrey. Help me please

Mac mini (M1, 2020)

On an Intel-based Mac, if you use Shift-Option-Command-R during startup, you might be offered the macOS that came with your Mac, or the closest version still available.
